The congress center will be located in the center of Samara, on the same plot as the newly built Lotte Hotel. The new building will consist of two functional blocks, one of which will house a concert hall and the other a multi-functional space. Thanks to the new center, the hotel's function will be complemented by areas such as conference halls of different capacities, restaurants, cafes, public areas and exhibition spaces. The two buildings will be connected by elevated and underground passages, allowing convenient logistics to be organized for hotel guests and visitors of the new center. On the roof of the Congress Center will be an open-air park with various public functions such as view terraces, recreation areas, and children's areas.

The concert hall can accommodate 1,930 guests and can be transformed to host up to 2,570 guests.
